固定资产投资项目节能审查由地方节能审查机关负责。

The energy conservation examination of fixed assets investment projects shall be undertaken by the local energy conservation examination authority.

政 府投资项目：建设单位在报送项目可行性研究报告前，需取得省级节能审查机关出具的节能审查意见。

Government invested projects: before submitting the feasibility study report of the project, the construction unit shall obtain the energy conservation review opinions issued by the provincial energy conservation review authority.

企业投资项目：建设单位需在开工建设前取得省级节能审查机关出具的节能审查意见。

年综合能源消费量5000 dun标准煤以上(改扩建项目按照建成投产后年综合能源消费增量计算，电力折算系数按当量值)的固定资产投资项目，其节能审查由省级节能审查机关负责。 其 他固定资产投资项目，其节能审查管理权限由省级节能审查机关依据实际情况自行决定。

审查意见

节能审查机关出具节能审查意见，自印发之日起2 年内有 效。

The energy conservation examination opinions issued by the energy conservation examination organ shall be valid within two years from the date of printing and distributing.

通过节能审查的固定资产投资项目，建设内容、能效水平等发生重大变动的，建设单位应向节能审查机关提出变更申请。

In case of major changes in the construction content and energy efficiency level of the fixed assets investment project that has passed the energy conservation examination, the construction unit shall apply to the energy conservation examination authority for change.节能验收

Energy saving acceptance

固定资产投资项目投入生产、使用前，应对其节能 审查意见落实情况进行验收。
